According to a 2014 report by the Texas Coalition for Affordable Power (TCAP), "deregulation cost Texans about $22 billion from 2002 to 2012. And residents in the deregulated market pay prices that are considerably higher than those who live in parts of the state that are still regulated. For example, TCAP found that the average consumer living in one of the areas that opted out of deregulation, such as Austin and San Antonio, paid $288 less in 2012 than consumers in the deregulated areas."
Fixed-Rate Plans: These plans are steady and predictable; the price per kWh you sign up for will remain that same for the entirety of your contract. (The only changes in your bill will be from forces outside of your REP's control, like changes in TDU fees, or changes in federal, state, or local laws.) Often fixed-rate plans will have a slightly higher price per kWh than others, but you're paying for the predictability. They're great if you live by your budget – and even greater if you happen to sign up when rates are low. The fixed-rate plans of our five Texas providers typically started at 12 months, with some extending up to three years, but we spotted a couple from Reliant that offered fixed rates for six month contracts as well.
Residents and business owners have been able to shop Texas electricity supply rates for more than a decade. When Texans gained the ability to choose their desired energy company in 2002, the electric industry divided into two parts: supply and delivery. Retail energy companies in Texas compete for business, offering a variety of term agreements and supply rates for consumers to choose from.
Electricity deregulation in Texas began in 2002 with the Texas Senate Bill 7, which mandated that deregulation be phased into the state over the next several years. Except for the Cities of Austin and San Antonio, the entire state of Texas is now deregulated – meaning that electricity customers can shop around for the supply side of their electricity charges.
Electricity rates in Texas are not fixed. Your rate can vary greatly depending on your usage and your electric plan. Some plans have relatively flat rates, while others can be all over the place. This means that you could end up paying 7¢ for 999 kWhs and 8.5¢ for 1001 kWhs. That would be a 16% increase because you microwaved a few potatoes. Learn more on the different plan types here.
Some good news: According to J.D. Power’s 2016 survey on retail electric providers (its most current survey of the space), Texas has the highest overall satisfaction with retail electric providers out of any state. And because rates, plans, and offers can be so similar from provider to provider, customer satisfaction scores are a great way to break a tie. Think of it like choosing who to hire when you have two candidates with similar resumes — you’re going to pick the person with the glowing references.

Simply call the provider of the plan you’re choosing to make the switch to. Provide them with your full name, address and whether you need new service or are looking to switch provider. Note: Depending on the type of electricity plan you’re switching to, you may also need to provide your social security number.
The local electric company is the utility – that’s the company who owns the infrastructure, including the poles and power lines that deliver electricity to your home. They are who you call if your power goes out or there's an emergency. When looking at the variety of retailers, you can choose from long- or short-term contracts; fixed, variable or indexed rates; and traditional or renewable energy plans. Some retail electricity providers even offer rewards programs that give you bill credits, gift cards or other perks for paying on time or referring new customers. You also have lots of options when it comes to paying your bill. Many providers accept credit card, online or over-the-phone payments. Minimum Usage Fees: Often set at or around 1,000 kWh/month, these fees mean you’ll always pay for at least that amount — even if you only use, say, 800 kWh of electricity some months. It sounds nasty, but it’s only something to be concerned about if your electricity bills historically show you hover right around that minimum use threshold. If you’re electricity use always exceeds that amount, it’s like it’s not even there.
“Retail electricity providers” began offering the sale of electricity supply shortly after deregulation began. Texans are not required to switch to a retail electricity provider, and will continue to receive the supply of electricity from their default utility until they decide to switch. Utilities have no incentive to supply electricity since they are required by law to resell electric supply at no profit. The utilities can only profit from the transmission and delivery of the electricity – which is not affected by which company sells the supply of electricity. Since the utilities often charge higher rates than electricity providers, there is little reason to stay with the utility for electric supply.
As a renter, it’s important to know approximately how much electricity you will use each month in order to get the best deal on electricity. Some electricity plans are cheaper for lower energy usage customers, while other plans are designed with high usage customers in mind. If you’re just moving into an apartment, ask your leasing agent to provide you with historic kWh usage information for your specific unit if possible.
The price to beat seemed to accomplish its goal of attracting competitors to the market during the period through January 1, 2007. It allowed competitors to enter the market without allowing the incumbents to undercut them in price. It has also given energy consumers the ability to compare energy rates offered by different providers. The less-regulated providers undercut the price to beat by only a small margin given that they must balance lower prices (to attract customers and build market share) with higher prices (needed to reinvest in new power plants). Due to the small difference in competing prices and slow (yearly or so) "buying" process, price decrease due to competition was very slow, and it took a few years to offset the original increase by "traditional" electric providers and move to lower rates.
While no company is perfect, we think an energy provider that owns up to mistakes and tries to treat customers fairly is a good thing for customers and for the deregulated energy industry.
