One of the benchmarks of a successful free market is the range of choice provided to customers. Choice can be viewed both in terms of the number of firms active in the market as well as the variety of products those firms offer to consumers. In the first decade of retail electric deregulation in Texas, the market experienced dramatic changes in both metrics. In 2002, residential customers in the Dallas-Fort area could choose between 10 retail electric providers offers a total of 11 price plans. By the end of 2012, there were 45 retail electric providers offering 258 different price plans to residential customers in that market. Similar increases in the number of retail electric providers and available plans have been realized in other deregulated electricity market areas with the state.

Finding the right business electricity plan is an important part of running a successful company, especially in Texas. Depending on the industry, summer electric bills for businesses can double (or more!), so shopping for a competitive rate is important. But who has the time to contact electricity companies and compare different contracts? Many small and medium businesses are shopping for themselves and saving both time and energy costs.
Like most Texas residents, as a business owner you can shop around and choose the right electricity plan for your business. Thank you deregulation! Choices include basic business energy plans (typically 12 – 60 months), tiered rate plans where the energy rate decreases each year, plans with a cheaper energy rate at night, and even plans that contribute to veteran organizations. The options are growing as electricity companies get more creative and tailor their plans to different industries.
Consider your electricity usage behavior and choose the best electricity rate accordingly. For a single adult that works a 9-5 job it makes sense to opt for an electricity company that offers a plan with free nights or has a low maximum usage restriction. In the other hand, a free weekends electricity plan or higher minimum usage restriction may be more appropriate for a family with kids.
The price to beat seemed to accomplish its goal of attracting competitors to the market during the period through January 1, 2007. It allowed competitors to enter the market without allowing the incumbents to undercut them in price. It has also given energy consumers the ability to compare energy rates offered by different providers. The less-regulated providers undercut the price to beat by only a small margin given that they must balance lower prices (to attract customers and build market share) with higher prices (needed to reinvest in new power plants). Due to the small difference in competing prices and slow (yearly or so) "buying" process, price decrease due to competition was very slow, and it took a few years to offset the original increase by "traditional" electric providers and move to lower rates.
The average prices shown in these calculations represent average annual prices per kilowatt-hour (kWh). Some REPs charge rates that vary by season or usage level. As a result, the actual average price listed on a customer's bill for any given month may differ from that listed here, depending on the usage of the customer and the actual rates charged during that month. Which ones the best? Like all things energy, it depends. Do you prefer predictability, or do you like the idea of potentially saving some cash by monitoring the market? Our (albeit conservative) recommendation: Fixed rate is probably best. Energy prices are on the rise — the U.S. Energy Information Administration predicts a 3 percent increase in residential electricity prices in 2018.
Since the State of Texas allowed us the power to choose the energy provider we want to use, we have seen an increase of electricity companies in Texas. But having so many electricity plans to choose from can also be confusing. With your desire to find the most reliable electricity company and the energy plan with the cheapest rate, choosing the right provider is not as easy as it seems. But fortunately you have us!
As a result, 85% of Texas power consumers (those served by a company not owned by a municipality or a utility cooperative) can choose their electricity service from a variety of retail electric providers (REPs), including the incumbent utility. The incumbent utility in the area still owns and maintains the local power lines (and is the company to call in the event of a power outage) and is not subject to deregulation. Customers served by cooperatives or municipal utilities can choose an alternate REP only if the utility has "opted in" to deregulation; to date, only the area served by the Nueces Electric Cooperative has chosen to opt in.
Free electricity is a phrase you’ll hear a lot about when you’re shopping for a new energy plan. Unfortunately, these plans only offer free electricity on weekends or at night, depending on what energy companies are advertising. This is because there really is no such thing as completely free electricity. In fact, you’ll pay more for your electricity during those hours that aren’t free. For this reason, these plans are best for families who aren’t home during the day and people who work traditional, 9 – 5 jobs.
The growth in wind power and natural gas fueled power will offset the loss in coal over time but for the summer of 2018, expected record demand for electricity will converge with power plant closures to put a squeeze on wholesale electricity rates. This, in turn, will cause the retail electricity prices paid by most Texas consumers to increase. The rise in wholesale rates could be particularly dangerous for consumers who have electricity plans that are tied directly to the wholesale price of electricity.

You’ll never experience any interruptions when you switch electricity companies. In fact, service reliability is never affected at all. It typically requires 7 days for the new plan to go into effect and you won’t even notice when it happens. However, you want to make sure that you never make this switch before your current contract is up. Doing so could mean you’ll have to pay early termination fees or penalties.
Month-to-month electric plans are more commonly known as variable rate plans. With these plans the amount you pay per kilowatt-hour for your electricity each month will vary. This price is based on fluctuations in the market, so when the price of electricity falls you’ll pay less, but when it rises, you’ll pay more. In other words, you’re really gambling and should realize ahead of time that what you pay for your electric will change every month. This is why month-to-month electricity plans are only best for people who need electricity for a short amount of time.
In order to prompt entry into the market, the price to beat would have to be high enough to allow for a modest profit by new entrants. Thus, it had to be above the cost of inputs such as natural gas and coal. For example, a price to beat fixed at the actual wholesale procurement price of electricity does not give potential entrants a margin to compete against incumbent utilities. Second, the price to beat would have to be reasonably low, to enable as many customers as possible to continue to consume electricity during the transition period.
According to a typical economic theory, prices are optimally determined in a fair and transparent market, and not by a political or academic body. In deregulation of electricity markets, one immediate concern with pricing is that incumbent electricity providers would undercut the prices of new entrants, preventing competition and perpetuating the existing monopoly of providers. Thus, the SB7 bill introduced a phase-in period during which a price floor would be established (for incumbent electricity companies) to prevent this predatory practice, allowing new market entrants to become established. New market entrants could charge a price below the price to beat, but incumbents could not. This period was to last from 2002 to January 1, 2007. As of 2007 Texas investor owned utility affiliates no longer have price to beat tariffs.
Compared to the rest of the nation, data from the U.S. Energy Information Administration which publishes annual state electric prices  shows that Texas' electric prices did rise above the national average immediately after deregulation from 2003 to 2009, but, from 2010 to 2015 have moved significantly below the national average price per kWh, with a total cost of $0.0863 per kWh in Texas in 2015 vs. $0.1042 nationally, or 17 percent lower in Texas. Between 2002-2014 the total cost to Texas consumers is estimated to be $24B, an average of $5,100 per household, more than comparable markets under state regulation.

It also shows whether the rate is high or low compared to general electricity market pricing. Like we said, fees don’t necessarily make for a bad plan — although it’s worth it to do the math to see if you can save with another provider. For example, compare TXU Energy’s Simple Rate 12 plan with its $9.95 base charge, alongside Direct Energy’s Live Brighter 12 plan with a smaller base charge, and Reliant’s Digital Discount plan with no base charge. We’ll use a Corpus Christi ZIP code and assume 1,000 kWh/month of energy use.
Texas currently produces and consumes more electricity than any other state in the country.
