Say you often travel for business during the week, and are only home cranking the air conditioner on weekends. Fixed-Rate plan: With a fixed-rate plan, you’ll lock in an electricity rate for the term of your contract. The most common term lengths are six ,12, and 24 months. As a result, 85%[1] of Texas power consumers (those served by a company not owned by a municipality or a utility cooperative) can choose their electricity service from a variety of retail electric providers (REPs), including the incumbent utility. The incumbent utility in the area still owns and maintains the local power lines (and is the company to call in the event of a power outage) and is not subject to deregulation. Customers served by cooperatives or municipal utilities can choose an alternate REP only if the utility has "opted in" to deregulation; to date, only the area served by the Nueces Electric Cooperative has chosen to opt in.

Since 2002, approximately 85% of commercial and industrial consumers have switched power providers at least once. When you’re ready to switch your service to a new electricity provider you’ll find that the process is actually really easy and that the entire process will go quite smoothly for you. Simply call the provider of the plan you’re choosing to make the switch to. Provide them with your full name, address and whether you need new service or are looking to switch provider. Power to Choose is a program run by the Public Utility Commission of Texas. Its goal is to protect residents of the state from unfair energy costs and unregulated REPs, as well as develop a strong infrastructure. The program provides an easy to use, online tool that give residents of the state the opportunity to compare rates, plans and other energy options.  Keep in mind though, you really need to read the fine print if you decide to use Power to Choose (or any other service, for that matter).

For example, if you use a small amount of energy each month, you expect to be rewarded — right? Unfortunately, nearly all electricity plans from Texas REPs are advertised as costing more per kWh the less electricity you use. It’s a little like buying in bulk: Providers often discount your bill when you cross certain kWh thresholds. For instance, one 12-month plan from StarTex Power quotes 8.1 cents per kWh for 1,000 kWh a month and 8.8 cents for 2,000 kWh per month, but 12.1 cents for 500 kWh per month. Why the difference? Customers get $35 back each month if they pass 1,000 kWh of use, and another $15 back per month if they cross 2,000 kWh. In this case, using half as much electricity as your neighbor on the same plan wouldn’t get you half the bill.
Since the Texas electricity market opened to competition in 2002, many Texas residents have had the opportunity to choose their own electricity provider. Instead of relying on their local utility to provide them with electricity, most Texans can choose from a variety of competitive providers, allowing them to shop around for the perfect electricity plan for their homes and lifestyles.

If your monthly use hovers around the 2,000 kWh mark, you’ll be spending around $2,000 per year on electricity bills no matter which REP you choose. With that level of investment, you may be tempted by an offer to get something extra in return — like rewards. For every dollar you spend on your Direct Energy plan, you earn a “Plenti point,” which you can then redeem on purchases with retail partners like Macy’s, AT&T, and Exxon.
According to the U.S. Energy Information Administration, the average household in Texas uses about 15,000 kWh of electricity per year — 26 percent more than the national average, “but similar to the amount used in neighboring states.” That said, the only way to know your personal average energy consumption is by looking at your electricity bills over the course of a year (you want to accommodate all weather conditions) and understanding both your overall usage, as well as if you use more or less during certain months.
Fixed-rate plans: Fixed-rate plans give customers more stability for their monthly energy bills because the rate a customer signs up with is the rate he or she pays for the length of the plan’s contract. Most fluctuation comes with usage, though transmission and delivery charges and local fees also can change.. Because a fixed-rate plan sometimes spans two-three years, these plans often require a customer credit check and can include early cancellation fees. Fixed-rate plans, because of the continuing market volatility, probably are the best choice for many consumers.
