One of the benchmarks of a successful free market is the range of choice provided to customers. Choice can be viewed both in terms of the number of firms active in the market as well as the variety of products those firms offer to consumers. In the first decade of retail electric deregulation in Texas, the market experienced dramatic changes in both metrics. In 2002, residential customers in the Dallas-Fort area could choose between 10 retail electric providers offers a total of 11 price plans. By the end of 2012, there were 45 retail electric providers offering 258 different price plans to residential customers in that market.[11] Similar increases in the number of retail electric providers and available plans have been realized in other deregulated electricity market areas with the state.
Finding the right business electricity plan is an important part of running a successful company, especially in Texas. Depending on the industry, summer electric bills for businesses can double (or more!), so shopping for a competitive rate is important. But who has the time to contact electricity companies and compare different contracts? Many small and medium businesses are shopping for themselves and saving both time and energy costs.

Since 2002, the majority of Texans have had to choose their own Retail Electric Provider (REP) – the middleman that buys electricity wholesale, then sells it to you, the consumer. According to the Public Utility Commission of Texas’ 2017 report, the Lone Star state is “the national leader in competitive residential, commercial, and industrial offerings,” which means there are well over 200 providers bidding for your attention.

To do so, we used five of the state’s largest electricity companies to explore six things you'll have to evaluate when you're comparing plans and providers: We’ll walk you through customer satisfaction scores, running the numbers on rates, and calculating the impact of different fees, discounts, and contract types. We'll weigh in on extra perks, like points, and green energy too.
One desired effect of the competition is lower electricity rates. In the first few years after the deregulation in 2002, the residential rate for electricity increased seven times, with the price to beat at around 15 cents per kilowatt hour (as of July 26, 2006, www.powertochoose.org) in 2006. However, while prices to customers increased 43% from 2002 to 2004, the costs of inputs rose faster, by 63%, showing that not all increases have been borne by consumers.[7] (See Competition and entry of new firms above for discussion on the relationship between retail prices, inputs, and investment.)
Fixed-Rate plan: With a fixed-rate plan, you’ll lock in an electricity rate for the term of your contract. The most common term lengths are six ,12, and 24 months. Most fixed-rate plans charge customers an early termination fee if they switch providers before their contract expires, but your electricity rate will stay stable through the seasons. On the other hand, you may miss out on lower bills from a downturn in energy prices. If the price stability of a fixed-rate plan seems like the best option for you, lock in your electricity rate with Direct Energy’sFree Weekends  plan, which provides free electricity on weekends from 6 p.m. on Friday to 11:59 p.m. on Sunday.
Just like most of all the items you buy, you need to carefully choose the right electricity plan that is best suited for yourself and/or your family. Consider the amount of energy you currently consume, usage behavior and what electric rate will save you the most money. Some electricity plans have maximum or minimum electric usage restrictions. Others offer free electricity during certain hours or days of the week, such as; free weekends electricity or free nights electricity plans. In environmental impact, results are mixed. With the ability to invest profits to satisfy further energy demand, producers like TXU are proposing eleven new coal-fired powerplants. Coal powerplants are cheaper than natural gas-fired powerplants, but produce more pollution. When the private equity firms Kohlberg Kravis Roberts and the Texas Pacific Group announced the take-over of TXU, the company which was known for charging the highest rates in the state and were losing customers, they called off plans for eight of the coal plants. TXU had invested more heavily in the other three. A few weeks later the buyers announced plans for two cleaner IGCC coal plants.
“Retail electricity providers” began offering the sale of electricity supply shortly after deregulation began. Texans are not required to switch to a retail electricity provider, and will continue to receive the supply of electricity from their default utility until they decide to switch. Utilities have no incentive to supply electricity since they are required by law to resell electric supply at no profit. The utilities can only profit from the transmission and delivery of the electricity – which is not affected by which company sells the supply of electricity. Since the utilities often charge higher rates than electricity providers, there is little reason to stay with the utility for electric supply.

In order to prompt entry into the market, the price to beat would have to be high enough to allow for a modest profit by new entrants. Thus, it had to be above the cost of inputs such as natural gas and coal. For example, a price to beat fixed at the actual wholesale procurement price of electricity does not give potential entrants a margin to compete against incumbent utilities. Second, the price to beat would have to be reasonably low, to enable as many customers as possible to continue to consume electricity during the transition period.
Fixed-rate plans: Fixed-rate plans give customers more stability for their monthly energy bills because the rate a customer signs up with is the rate he or she pays for the length of the plan’s contract. Most fluctuation comes with usage, though transmission and delivery charges and local fees also can change.. Because a fixed-rate plan sometimes spans two-three years, these plans often require a customer credit check and can include early cancellation fees. Fixed-rate plans, because of the continuing market volatility, probably are the best choice for many consumers.
