Texas electricity deregulation has given millions of Houston residents and businesses the power to choose the cheapest electricity rate. According to ERCOT, over 92% of Texas homes and businesses who live in deregulated areas have switched electric companies since deregulation began in 2002. Even though electric choice in Texas has been hugely successful for energy savings, customers are still confused by the options, terminology, and overall process of switching electric providers.
The average prices shown in these calculations represent average annual prices per kilowatt-hour (kWh). Some REPs charge rates that vary by season or usage level. As a result, the actual average price listed on a customer's bill for any given month may differ from that listed here, depending on the usage of the customer and the actual rates charged during that month. Consumers in Houston, Dallas, Fort Worth and Corpus Christi were promised bargains on electricity when the Texas Legislature deregulated the electricity market. But 16 years later they're still paying more for electricity than their counterparts in cities Texas lawmakers exempted from deregulation such as Austin and San Antonio, according to the Texas Coalition for Affordable Power which analyzed federal electricity pricing data.
Here are my 2 cents about electric companies when shopping around for the best rates. Currently, the average cents/kWh in Houston is 10 cents, after speaking to a very helpful, very informative Green Mountain Energy representative. Although their rates are a little higher than my current rates, they have FANTASTIC customer service (which is almost worth it). The GME rep even recommended that I stick with what I am using now since it's cheaper. 

The increase in retail rates come as companies prepare for surging prices in the wholesale electricity markets where they buy their power. Forecasts of higher than normal temperatures and record power demand are coinciding with the shutdown of at least three coal-fired plants, leading to concerns that temporary shortages on the hottest summer days could send wholesale prices, which typically average less than $50 per megawatt hour, spiking to $3,000 per megawatt hour or higher. (A megawatt hour is 1,000 kilowatt hours.)

In order to become a full-fledged professional, a person must undergo an apprenticeship with master and journeyman electricians. An apprentice needs 8,000 hours of practical work before graduating to the journeyman level. If an apprentice reaches journeyman status, he or she can complete most electrical work, but cannot design it until completing more testing along with 2,000 more on-the-job hours.

In summary, fixed-rate plans provide a level of certainty and stability in your energy charge since the price will not fluctuate over the life of your contract. If prices suddenly spike, you are protected because your rate is locked in. The flip side is that if rates drop over the life of your contract, you’ll be stuck paying the higher rate. You can incur steep cancellation fees if you change electricity plans or providers before the end of your contract term.


1. After your contract ends, the energy company will send you a notification of your rate increasing to a variable rate (which usually translates to 2-3 cents higher/kWh by a certain date). They are supposed to notify you of this change. I've noticed as a customer, we get short-changed of one month from the contract rate (if you signed for 7 cents for 6 months, you'll only get that for 5 months). If you don't call, your rate goes up significantly if you don't call to change to a cheaper contract. Tell them you want the cheapest rate or you will cancel with their company.
